Can't hear

This gesture is used when you can't or don't hear anything like someone talking to you and this mean "I can't hear you, Can you please speak more loudly?"

Where can i use it?

As said above you can use it when someone is talking to you and you can hear it for things like, there's music and it's very loud or there's a very noisy crowd.
